I think that side quest does not exist. I started it when the server first started and I still cannot claim a reward. I think the idea was that you'd be gone by the time the reward was ready

As far as the quest you're referring to Zazenia, the wait the npc suggests to in time is not time at all. I've recently been tipped off that you need to gain a certain level to obtain the quest rewards, this is unconfirmed.
