Furthermore, it's not surprising at all that a low-level mage has a high magic level. I was one who spent all my time training magic level, and in the end, my mage reached 73 magic level at level 35, surpassing mages of levels 200-300. Having a higher level doesn't mean you'll have more magic level or skills than someone else.
