I agree. And to increment your idea... Add brewing recipes that require items that you can only gather by fishing with a minimum requirement of Fishing Level Y.

For example; Fishing Level 30. A recipe in Brewing would require certain items and "item X". To get this "item X", you would need to fish in the swamp. To fish in the swamp, you need to have lvl 30 fishing. Therefore, players would feel motivated to fish and acquire level 30 in Fishing Skill.
